Dr. N. Reuben Paul is an internationally respected maritime welfare leader, humanitarian strategist, philanthropist, and global advocate for seafarers' rights. Born in Visakhapatnam, he has dedicated over two decades to improving the welfare, dignity, and working conditions of seafarers worldwide.

With academic backgrounds in Mechanical Engineering, Computer Science, Journalism, and Shipping & Logistics Management, he combined technical expertise with humanitarian leadership. He also received advanced maritime and welfare training across several countries, including the USA, UK, Germany, Singapore, Switzerland, and the UAE.

In 2001, Dr. Paul became the first representative from India and South Asia to serve on the International Committee on Seafarers' Welfare, which later evolved into ISWAN. In 1999, he was appointed National Representative in India for Sailors' Society (UK), leading several welfare initiatives for seafarers and their families.

Dr. Paul played a key role in establishing port and state-level welfare committees across India and represented Indian seafarers at international conferences and maritime forums worldwide.

Known for his humanitarian values, philanthropy, and leadership, Dr. N. Reuben Paul continues to inspire the global maritime community through his lifelong commitment to service, dignity, and social welfare.

Dr. Anthony

Port Chaplain Dr. Anthony started his career in ministry of the seafarers in 1994 at the Port of Chennai. In 2004, as a special delegate for the WMCW in ILO for the 92nd session of the International Labour Conference, Geneva, he brought many developmental activities to the South Asian region.

He convened the International Coordination on Seafarers Welfare Meeting at Chennai in November 2005, attended by 141 delegates from around the world to implement MLC 2006. He has attended many World Congresses of the Apostleship of the Sea and is Vice-Chairman of Sea Mission Organisation.

Dr. A. Babu Mailan

Chairman, Indian Seafarers Welfare Organisation (ISWOT)

Dr. A. Babu Mailan is a distinguished maritime welfare leader, accomplished marine engineer, author, and humanitarian whose dedication and vision have significantly advanced the welfare and well-being of seafarers and their families. With extensive maritime experience and a strong commitment to humanitarian service, he has devoted his career to promoting the rights, safety, welfare, and professional development of seafarers. As Chairman of the Indian Seafarers Welfare Organisation (ISWOT), Dr. Mailan has played a vital role in championing initiatives that support seafarers both at sea and ashore. Through his leadership, advocacy, and educational contributions, he has worked tirelessly to address the challenges faced by maritime professionals while fostering greater awareness, recognition, and support for the Indian seafaring community.

Dr. Cyril C. George

Former Deputy Chairman, Mormugao & Chennai Port Trusts

Dr. Cyril C. George holds an LL.B. specialising in Labour Laws, a Ph.D. in Port and Logistics Management, an M.S.W. in Personnel Management and Labour Welfare, and an M.B.A. in Human Resource Management. With over 30 years of experience in the ports sector, he has served in senior leadership roles at four major Indian ports, including Deputy Chairman and in-charge Chairman at Mormugao and Chennai Port Trusts, and Secretary and Deputy Chairman at Cochin Port Trust. He has been instrumental in implementing major development projects, strengthening industrial relations, and driving administrative reforms. Dr. Cyril has chaired several high-level committees under the Ministry and the Indian Ports Association, notably leading the HR committee whose recommendations — known as the "Cyril Committee Report" — were adopted by the Government of India. He played a key role in the successful execution of the ICTT Vallarpadam project, including negotiating a landmark settlement for employee transition. He is a founder of the Mind Engineering Program and has published over 50 articles in HR, logistics, and port management. A sought-after motivational speaker and corporate trainer, Dr. Cyril continues to contribute as a consultant and thought leader in the sector.

Capt. Jacob Satyaraju

Vice President – Operations, Kakinada Seaports Ltd.

Capt. Jacob Satyaraju is the Vice President – Operations at Kakinada Seaports Ltd. (KSPL), Andhra Pradesh, and a highly respected maritime professional with decades of experience in port operations, shipping logistics, marine management, and international cargo transportation. In his current role, he oversees critical port operations, vessel movements, cargo handling activities, marine services, and operational planning, contributing significantly to the efficient functioning and growth of Kakinada Port. Capt. Satyaraju has represented Kakinada Seaports Ltd. at various national and international maritime forums and port management summits. Known for his professionalism, leadership, and commitment to operational excellence, he continues to play a vital role in strengthening port services and supporting the growth of maritime trade in India.

Capt. M. Naik

Representing Foreign Ship Managers / Port Welfare Committee of Maharashtra

Capt. Mohan Naik is the Director of Dynacom Tankers Management company which manages over 120 ships. He has shore-based experience of over 25 years in various ascending capacities. A qualified Master Mariner and Extra Master, he holds an LLB from Mumbai University (First Class) and an LLM in Maritime Law (Distinction) from London Metropolitan University. He is Chairman of JNPT Seafarers Welfare Centre run by the Mission to Seafarers.

N. Ravindra Babu

National President – Republican Maritime Union

N. Ravindra Babu is the National President of the Republican Maritime Union (RMU). He holds a Diploma in Mechanical Engineering and began his maritime career as a seafarer after completing his engineering studies. During his seafaring career, he served on bulk cargo vessels managed by reputed international shipping companies, including B. Navi, Italy, and Navalmar, United Kingdom.

Harsh Buch

Representing Maritime Legal Cell

Harsh Buch is a distinguished maritime lawyer with extensive experience in shipping law, maritime disputes, and crew-related matters. Known for his dedication to the maritime industry, he has advised shipowners, seafarers, maritime organizations, and other stakeholders on a wide range of legal and regulatory issues. Mr. Buch is a regular speaker at maritime institutions, industry forums, and international conferences, where he shares his expertise on maritime law, seafarers' rights, shipping regulations, and emerging challenges facing the global maritime sector. His contributions have helped promote legal awareness and best practices within the maritime community.

Dr. Bangarayya is a senior medical professional and Resident Medical Officer at King George Hospital. He is widely respected for his dedication to patient care, medical excellence, and humanitarian service. In addition to his professional responsibilities, Dr. Bangarayya is actively involved in charitable and community welfare initiatives, providing medical assistance and healthcare support to underprivileged and needy individuals. His commitment to public health, social service, and compassionate care has earned him recognition as a respected medical practitioner and philanthropist within the community.
